What is the Future of the Somerset County Jail?

An issue taking place in Madison, Maine is the ongoing construction of the future Somerset County Jail. The governor has proposed that the state take over the county jails - making one correctional system in the state. However, the Somerset County Commissioners need to look at who is going to pay the mortgage of about $50 million including interest. If the state takes over the jail - who pays for the mortgage?
