Homeland Security Review by DHS in 2009

The Department of Homeland Security (DHS) will be conducting a quadrennial review of the security situation for the United States.
"Beginning in fiscal year 2009 and repeating every four years, the Secretary will conduct a homeland security review of the United States. This comprehensive examination will include recommendations regarding the long-term strategy and priorities for homeland security and guidance on the Department’s programs, assets, capabilities, budget, policies, and authorities".

To read more about this review and how the DHS intends to conduct it go to the link below. You will find a report to Congress (in Adobe Acrobat format) that spells out the DHS plan.
