The U.S. Department of State has released a fact sheet on MANPADS (shoulder-fired surface-to-air missiles) and the threat they pose to civilian air travel. Over 40 civilian aircraft have been hit by MANPADS since the 1970s. The fact sheet provides information on what a MANPAD is, who can use them in a threatening way against civil aviation, where the attacks have taken place, what the United States is doing about the problem, and what international agreements are in effect to limit the numbers of MANPADS.
