Cargo Container Security Scanning - Not Working Well

A recent Government Accountability Office (GAO) report has stated that the program of scanning 100% of cargo containers coming into the United States is not doing well. 100% scanning of cargo containers was mandated by the 9/11 Commission Act of 2007 (to view implementing recommendations click on this link that will bring you to a Acrobat Reader file).
