Should We Go Back to Hanging Pirates?

The modern world is facing an old dilemma. What do we do we pirates who are captured from "failed states" such as Somalia? In the days of old pirates were hung. This helped end the days of piracy towards the end of the 19th century. Nowadays, in our "just" world, we provide them with free medical care, can't repatriate them to countries that have "barbaric laws", and possibly provide them with free citizenship into our country if we can't pass them on to another nation.
