Shoplifters are becoming increasing sophisticated and are looting high-value items and selling them for as much as 30 to 70 cents on the dollar. Low penalties for shoplifting do not discourage professional shoplifters who do not get caught often. If they are caught the shoplifters figure the punishment is worth the money made on the loot.
