Communications and Homeland Security
Shortly after the 9/11 terrorist attacks in September 2001 many in the homeland defense community criticized the lack of communications commonality among the various security, safety, and law enforcement organizations. It seems that the radios of the different agencies couldn't communicate with each other. Millions of dollars and years later the problem still exists.
